歐洲技術(shù)認(rèn)可組織（EOTA）簡(jiǎn)介

 ETOA是在歐盟安全CE建筑產(chǎn)品指令（Construction Products Directive）89/106/EC (CPD)的背景下產(chǎn)生的，其目的是解除歐洲對(duì)于建筑建材產(chǎn)品的不同標(biāo)準(zhǔn)而導(dǎo)致的技術(shù)壁壘。

 通過(guò)ETA認(rèn)證的產(chǎn)品，滿足符合性證明的規(guī)定，可以標(biāo)注EC標(biāo)志并在歐洲自由貿(mào)易協(xié)議成員國(guó)市場(chǎng)上自由流通。

 ETA認(rèn)證的意義及適用范圍

 ETA是歐洲技術(shù)認(rèn)可（European Technical Approval）的英文縮寫。 建筑建材產(chǎn)品的ETA認(rèn)證是在歐盟安全CE建筑產(chǎn)品指令89/106/EC (CPD)的六大基本要求的基礎(chǔ)上，對(duì)產(chǎn)品對(duì)于指定應(yīng)用范圍的技術(shù)性能的有力證明。

 建筑建材類產(chǎn)品可以申請(qǐng)ETA認(rèn)證的前提是：CE指令對(duì)于該種產(chǎn)品沒(méi)有強(qiáng)制認(rèn)證規(guī)定。當(dāng)產(chǎn)品通過(guò)ETA符合性證明程序，滿足ETA相關(guān)標(biāo)準(zhǔn)，歐洲技術(shù)認(rèn)可認(rèn)證機(jī)構(gòu)將允許制造商在產(chǎn)品上標(biāo)注CE標(biāo)識(shí)。ETA認(rèn)證在全體歐洲自由貿(mào)易協(xié)議成員國(guó)有效，證書有效期5年。

 生產(chǎn)商申請(qǐng)ETA認(rèn)證，需要提供以下文件：

 The Application Form 產(chǎn)品認(rèn)證申請(qǐng)表

 Description of the construction product 建筑建材類產(chǎn)品說(shuō)明

 Product specifications 產(chǎn)品規(guī)格書

 Test reports 產(chǎn)品檢測(cè)報(bào)告（如生產(chǎn)商曾為該產(chǎn)品申請(qǐng)檢測(cè)）

 Drawings 產(chǎn)品爆炸圖

 The intended use of the product 產(chǎn)品使用說(shuō)明

 ETA所涉及產(chǎn)品:建筑類產(chǎn)品,通常有--錨栓、內(nèi)迫壁虎、外迫壁虎等

ETA認(rèn)證基本流程：

 一、確定產(chǎn)品ETAG標(biāo)準(zhǔn)（技術(shù)評(píng)估大綱）

 我司產(chǎn)品符合的指令為歐盟建筑產(chǎn)品指令(EU) 305/2011(CPR)，歐盟協(xié)調(diào)標(biāo)準(zhǔn)就是用來(lái)指導(dǎo)產(chǎn)品滿足指令基本要求的詳細(xì)技術(shù)文件。

 二、確定產(chǎn)品應(yīng)符合的詳細(xì)要求

 產(chǎn)品滿足其所適用的所有協(xié)調(diào)標(biāo)準(zhǔn)的要求,才被視為符合相關(guān)的基本要求。是否適用協(xié)調(diào)標(biāo)準(zhǔn)完全是自愿的，您也可以選擇其他方式來(lái)滿足相應(yīng)的基本要求。

 三、確定產(chǎn)品是否需要公告機(jī)構(gòu)參與檢驗(yàn)

 您的產(chǎn)品所涉及到的每一個(gè)指令都對(duì)是否需要由第三方公告機(jī)構(gòu)來(lái)參與ETA的審核有詳細(xì)的規(guī)定。這些公告機(jī)構(gòu)都是由歐盟委員會(huì)授權(quán)的，并在NANDO（ 新方法指令公告機(jī)構(gòu)及指定機(jī)構(gòu)）的檔案中有詳細(xì)的清單。

 四、測(cè)試產(chǎn)品并檢驗(yàn)其符合性

 制造商有責(zé)任對(duì)產(chǎn)品進(jìn)行測(cè)試并且檢查其是否符合歐盟法規(guī)（符合性評(píng)估流程），風(fēng)險(xiǎn)評(píng)估是評(píng)估流程中的基礎(chǔ)規(guī)則，滿足了歐盟相關(guān)協(xié)調(diào)標(biāo)準(zhǔn)的要求后，您才有可能滿足歐盟官方法規(guī)的基本要求。

 五、起草并保存ETAG標(biāo)準(zhǔn)要求的技術(shù)文件

 制造商必須根據(jù)產(chǎn)品所符合指令的要求及風(fēng)險(xiǎn)評(píng)估的需要，建立產(chǎn)品的技術(shù)評(píng)估文件European Assessment Document (EAD)。如果相關(guān)授權(quán)部門要求，制造商須將技術(shù)文件及EC符合性聲明一起提交檢查。

 六、在您的產(chǎn)品上加貼ETA標(biāo)志并做EC符合性聲明

 ETA標(biāo)志必須由制造商或其授權(quán)代表加貼在產(chǎn)品上。ETA標(biāo)志必須按照其標(biāo)準(zhǔn)圖樣，清楚且永久的貼在產(chǎn)品或其銘牌上。如果公告機(jī)構(gòu)參與了產(chǎn)品的認(rèn)證，則ETA標(biāo)志必須帶有公告機(jī)構(gòu)的公告號(hào)。制造商有義務(wù)起草EC符合性聲明，并在其上簽字以證明產(chǎn)品滿足ETA要求。經(jīng)過(guò)以上六個(gè)步驟，您的貼有ETA標(biāo)志的產(chǎn)品就可以在歐洲市場(chǎng)順利流通了。
